Before you consider this complex, I would like to say a few things that may persuade your decision. When you compare this place to other apartments in the surrounding area, this is what you will discover.Elizabethton Housing & Development - 910 Pine Ridge Circle, Elizabethton, TN:No dryer hook-up (washer hookup only)No central heat and airHas baseboard heating which takes up unnecessary space and uses more electricityNo storageNo swimming poolNo fitness centerHas its own police substation that never answers phone, if you need assistance you might as well call 911.Utilities are a scam, it is calculated into your rent. You are allowed a certain allowance for utilities and if you go over you pay the difference. We were gone out of state for over a month and we still went over and yes, the majority of our appliances were unplugged.Dumpsters are right on the street curb in front of the apartments. Since dumpsters are not in a covered area, excess trash is blown into the yard. Instead of the mowers picking up the trash, they simply mow over the trash and leaves the now confetti trash all over the yard.All of the electrical outlets are very old, appliances will not stay securely and safely plugged in. After many complaints and safety concerns that were submitted to the housing office, nothing was done about it. I ended up replacing the face sockets myself.Do not place a maintenance work order unless it is something that you absolutely cannot resolve yourself because they charge way too much and the majority of the time whatever they attempted to fix will break again shortly after.Even the play area is not safe, my child found a hypodermic needle and other harmful trash in the play area. I’ve spoken up about these issues to the housing office as well, nothing was ever done. The staff looks down on the tenants because this is government housing. This complex is very poorly managed and the staff is disgruntled, their bigotry shows. If you are accepted into this complex based on low income and you expect your income to increase, you may have trouble getting out of here. They are supposed to have a phase-in to ease the transition when your rent increases but they don’t any more. Our rent has exponentially increased TWICE in less than a year. This has caused a tremendous financial burden on my family.In conclusion, I DO NOT recommend this complex for anybody, especially if you have young ones.
